> Owner, owner count, RC status and the five validity dates - what to read on a vehicle's Vahan record before a used-vehicle deal, and what each one tells you.

A registration certificate (RC) is the summary of one vehicle's record on **Vahan**, the national register run by the Ministry of Road Transport and Highways. Every RTO writes into it - registrations, transfers, loans, fitness renewals, tax - and insurers and PUC centres push their certificates into the same record.

That makes it the fastest way to check a vehicle before you pay for it. You only need the number plate.

## What to look at first

### 1. Is the seller the registered owner?

The **registered owner** is the only person the RTO will accept a transfer from. If the name on the record is not the person selling, stop and ask why - the deal needs that owner's signature on Form 29.

Look at the **owner serial** too. A "2" means the vehicle has already changed hands once. A seller describing a car as "first owner" when the record says third owner changes both the price and how much you trust the rest of the story.

### 2. Is the RC Active?

Only an **Active** RC transfers and insures normally. Suspended, Cancelled or Blacklisted flags usually trace back to unpaid dues, a police case or an expired registration, and they can take months to clear.

### 3. The five dates

Every vehicle carries five dated obligations. Each one costs you money if it has lapsed:

| Obligation | Why it matters |
| --- | --- |
| Registration | A private vehicle's RC is valid for 15 years, then must be renewed after a fitness check. |
| Fitness | Transport vehicles renew it every two years up to eight years of age, then every year. |
| Insurance | Driving without it is a ₹2,000 fine for a first offence. |
| PUCC | An expired pollution certificate can cost up to ₹10,000. |
| Road tax | Paid once for life on most private vehicles, periodically on commercial ones. |

> A date that expired last week is easy to fix. A registration that lapsed years ago on a vehicle older than 15 years means a renewal fee of ₹5,000 or more for a car, before you can even transfer it.

## Match the metal to the record

Vahan also stores the **chassis number** (the 17-character VIN stamped on the body) and the **engine number**. Read both off the vehicle and compare them with the record. A mismatch points to a rebuilt, cloned or stolen vehicle, and the RTO will refuse the transfer until it is sorted out.

You can also search Vahan by chassis or engine number instead of the plate - useful when the plate itself is what you doubt.

## Check for loans and pending fines

If a bank financed the vehicle, the RC carries a **hypothecation** entry until the lender files Form 35 to clear it. Buying a vehicle with an open loan on it means the bank still has a claim.

Traffic challans follow the vehicle, not the owner. Before you sign, run the plate through an [eChallan check](/echallan) - unpaid challans can block the transfer at the RTO and you do not want to inherit them.

## A quick checklist

1. Registered owner matches the seller, and the owner serial matches what you were told.
2. RC status is Active.
3. Registration, fitness, insurance, PUCC and road tax are all valid.
4. Chassis and engine numbers on the vehicle match the record.
5. No open hypothecation, or a loan closure letter from the bank.
6. No pending challans.

Everything above takes about a minute with the plate number, and it is free.
